The biggest barrier for Union Hospital has been coordinating the Union Hospital CPOE implementation resources and making sure we will be ready, given our vendor's limited dates to support the go-live. Basically, it’s getting the team to agree on a date that can be met and match that with the vendor's available open slots. In addition, being a small hospital with limited labor resources and numerous important projects in motion has presented a problem, as most of the CPOE Core Team members also participate on other key project teams, causing resource conflicts.
The requirements of the American Recovery and Reinvestment Act basically have mandated that we meet the meaningful use requirements by 2015 to avoid penalties. Both the funding available and the penalties have been the tipping point, with the latter being the biggest driver.

I’m not satisfied with our adoption rate, but I do feel we have a good team progressing together. One of the biggest barriers is follow-up and enforcement of adopted policies. The medical staff executive committee needs to make CPOE a priority. The efforts at The Indiana Heart Hospital have been diffused, as not all specialists coming into the hospital use CPOE routinely in other hospitals, so there is not a consistent workflow across the five network hospitals.
